Since money is not wealth, only a tool (accounting system) that measures real wealth, there is absolutely nothing to 'ban'. Nothing at all.
The abusers elected as public servants will learn that.

It would look extremely ridiculous for two accounting systems to exist for long. Imagine being paid in fiat, pay taxes then convert the rest over to the better accounting system for everything else, including all purchased.
The public servants spending, and their entire system will really stand out.
