As I understand it, yes it has to do with the debt ceiling. And each side wants to blame the other. My POV is that speaker Johnson does not want to resume the federal government because there is a Democrat member of congress that has to be sworn in and she has publicly stated she will be the deciding vote to release the Epstein files when congress resumes.

There’s a little nuance but this is it in a nutshell. Democrats are blocking government funding until Republicans agree to extend $350 billion in Obamacare subsidies that expire end of 2025, while Republicans say pass a clean funding bill first and negotiate healthcare separately. Meanwhile millions of federal workers miss paychecks and benefits get suspended because DC can’t separate basic operations from policy fights.​​​​​​​​​​​​​​​​
