Without qualification it is on Indians. India is an evil vile place and it’s a reflection of their poor moral character as a whole.
Having been all over northern India and having done business there for 15 years I tend to agree mostly, however it is hard to say how a subjugated and then abandoned culture might have been different left to their own.
