Would a paid relay that stores video for TikTok-like functionality be possible like this?

The relay stores videos for just a short time to keep costs down (one month maybe, with a warning and download option for viewers) and the user who wants to post a short video automatically zaps the relay something like 500 sats. Maybe each user gets a few free video uploads first. Seems like it could be done without much UX hassle for content creators. Thoughts?
