He describes Purism as having "a social purpose first", "a strong belief system", and "ethical commitment" that they place before profit or shareholder value. So it's easy for them to frame every businesses decision through the lens of serving the greater good, as they see it at least.

I could be wrong, but as I understand is PureOS is a very convenient option for trying to get as close as possible to a full Free Software System. I don't know the state of the hardware, but I'm willing to believe their effort is sincere.

In light of that, I can see how it would be tempting to justify the mission over a couple of customers.

Giving into that temptation is a big deal though, fruit from a rotten tree and all that. It is disappointing (and embarrassing) that they couldn't deliver on their promised. I know of at least one person first-hand who's had issues.
