NIP-11 describes how relays can report information about themselves. One optional field is “relay_countries” which lists where in the world the relay operates. https://github.com/nostr-protocol/nips/blob/master/11.md#content-limitations

It would be possible to scan relays to find which ones operate in desired countries. I don’t know if anyone has written a tool to do this.
