Step two: make betting on anything legal.
Step three: endorse prediction markets
Step four: tax gambling wins/losses, including for those who broke even.
Step five: profit.

It's not really a take though, it's more of a recounting of events. None of that is opinion.
The suggestion is that step 5 is the reason for the first 4 steps.
That's wrong both in terms of motive and in terms of recounting.
Taxes are government profit.
