For USA, we need to wait until we're rich enough to not give an F and fight our stupid government while we build that circular economy. Our government is way too powerful right now. So we wait until we're entirely unstoppable, strong in numbers and wealth, and safeguarded for all contingencies. It's a matter of survival.
