I am waiting on analysis from Brazilian lawyers before I weigh in on how legal Brazilian court's decision to block X is, but I can safely say that the fines for individual users accessing the site over a VPN are crazypants.

lawyer here. totally illegal. the most they could do would be to ban advertising, since X's servers are not located in brazil. there is a need for legal representation just to do business in the country. seizing starlink's assets was another illegality, as was subpoenaing musk (who isn't even X's CEO) through the platform. Moraes is a coupster who came to power in 2016 through a soft coup. nothing that comes from him is correct or legitimate.
