How many people acting in coordination do you need for a successful tax revolt?

Success defined as participants are not punished and politicians are forced to cave to some of their demands.

I hypothesize that 100.000 participants is enough to win in any major western country. Police, enforcement, courts would be overwhelmed by a coordinated DDOS style attack.

There are youtubers and instagrammers that have 100x that number of followers!
