It’s been inconsistent across everyone I know. Works for some of us, not all. For me, I’ll get notifications and open it up to see nothing.
Maybe you haven’t connected to some relays, and the messages are on those relays you’re not connected to.

Yeah, that’s a big possibility. It could also be that if you’ve logged into multiple accounts before, the notification might be from a different one. Or it might just be some other bug with the push service.
