When I update my relay list in nostr:npub18m76awca3y37hkvuneavuw6pjj4525fw90necxmadrvjg0sdy6qsngq955 is that an event that other clients should pick up?

My understanding is that the answer is yes.

So does nostr:npub18m76awca3y37hkvuneavuw6pjj4525fw90necxmadrvjg0sdy6qsngq955 look for that event every time it openes? My MacOS Damus has a very old relay list and it not picking up the latest one. Any suggestions?

It is an event that other clients, including Damus, should pick up.

However, I have ran into problems in the past where certain relays have outdated lists. This is more likely when removing several relays and adding new ones in their place

Makes me wonder about having multiple clients running simultaneously. It sounds like the new event should push out to all of them, but depending on what screen you're on on the client at that time it seems like there could be some unexpected behavior.

Relay management does seem to be the number one source of weird behavior in Nostr.
