The answer is going to be that theres a nip for that but in reality, the few public options for uploads that clients allow or support will get screwed
Nostr development makes clients do all the work while the relays are basically a notepad file that spammers can abuse without being stopped .
The cop out is "nostr is just a protocol "

Well my idea is kinda radical, and may not work. But but I would filter out and block obvious spam to start with. Then delete that data that got through.
Lastly I would only run my relay as many hours a day as I could afford. Letting the network take up the slack. Sometimes an answer is right in front of you. But no one can see it. Kind of like solving the Byzantine generals problem for #Bitcoin. Be creative..🧡😊
