Question for Outlook and Gmail - why doesn't spam bounce?

Why even let it in the house?

I have sent email that has bounced due to content. Why isn't junk mail bouncing?

Then reject *everything* from spam senders. Put them on a 48 hour timeout. Make them solve the problem.
