I also think there are different forms of power, that are weighted differently, so "being in power" doesn't necessarily reflect in how far decisions will be made to your benefit.

Children, for instance, seem very powerless, but their interests will tend to be valued higher than those of adults.

In a healthy society, the effect of power is highly dispersed, as the person who wields the most power does so by gain of trust.

The less he appears to be acting in his own interests, the more power he will receive from his subjects.
