This is a Japanese goose barnacle. It is a classification closer to shrimp🍤 than shellfish🐚

Boiled in salt and eaten.

It tastes great and goes well with beer.

Even in Japan, there are few sushi restaurants where you can order this🍣

I've seen these on the northern coast of Spain as well. They go ham on them over there. Hella dangerous collections hanging off of cliffs.
