In New York State it's also illegal. Minimum cooking temp laws are pretty universal in the US. I don't know about other states but I'm pretty sure they are similar to New York.

The main difference between new York and canada is that new York has an exception for when the customer requests it. You can undercook on request. However, if your requesting, I doubt any non-corporate place in Canada would refuse your request.
