Step 1.

Business idea: fund a new (1970 or 80’s style) serial killer. The world needs a new serial killer. We had so many back in the day. Now, nothing.

Step 2.

Figure out how to make money on this idea.

If someone was hunting down members of congress, you'd make a mint selling t-shirts and hats to all the adoring fans.
