This is the Ankeruhr (Anchor clock) from Vienna, built in 1914 after it was commissioned by Anker Insurance Company, which some of you might know today as Helvetia.
Franz Matsch, painter and sculptor, designed the clock in its entirety, including the mechanism. If the style looks familiar, it's because Franz Matsch was a close associate of Gustav Klimt.
This is yet another example of "who's gonna build the roads".
