Elon Musk could structure X such that he can't fully carry out demands to deplatform or censor but he chooses not to for his own perceived sense of power.
He may be saying that he disagrees but his actions aren't aligning in my opinion.
And never forget Turkey. He went along with that and gave a utilitarian defense when called out. He will ultimately fall into the "crack a few eggs" camp if it serves his desires. He has already demonstrated that.
He doesn't care about the individual.
