Can encrypted DMs be implemented utilizing AP?

I am talking with my friends about implementing AP for the project I am working on, and one of the things I definitely would want to implement in my project would be encrypted DMs (so the admins can't just read your DMs) and also cryptographically signed events (just to prove that the person who posted a thing was legit)
