If you're not familiar with the cli, the github client is apparently pretty good.
Larger open source projects will have a CONTRIBUTING guide that may detail project specific guidelines. e.g. https://github.com/bitcoin/bitcoin/blob/master/CONTRIBUTING.md or https://docs.btcpayserver.org/Contribute/
