actually, most people just think that a government is not a malicious entity so they don't see the reason to escape it

at least, compared to other problems that the government causes them or life in general

in almost all cases straight up evil governments evolve from not so evil ones, and it's usually a stepwise process so the evilness is normalized

Amish don't respect the government, they just do whatever it takes to get them out of their faces, like decorating their buggies with those big red triangles, this is what smart people do in response to government... keep it at bay as much as possible

but ultimately it almost always happens that someone shows up saying they are the government wanting to do something evil... so my point stands, it's like saying that poisoning yourself less is better, not that you don't need to poison yourself at all (eg smoking)
