The trouble is that various licences you need to legally drive your vehicle, such as insurance, MOTs, etc. will be ratchetted up to catch more and more people who are using older equipment. They don't want you having private vehicles long term, heck, they don't really want you leaving your 15 minute SMART city without authorisation etc...
