The relays provide you with the notes in your feed and when you post a note, it will be posted to these relays (if it‘s a paid relay, reading & posting is enabled only when you‘ve paid for access).

I‘m afraid I have no idea. When I look at mine, sometimes some are refreshing, but usually, there‘s a globe symbol (or bitcoin symbol for paid relays) next to them. I‘m still a novice on these things, though…

Btw, from what I understand, you don‘t have to access them in any special way. By having them on your list, your client will fetch all notes from them and by concatenating them create your feed. This is like your „personal selection“. In addition, there‘s the overall feed of all messages by all users, which can be accessed in the client via „universe“.
