We're not privvy to the inner workings and decision making, could they role out a CBDC sure, but globally thats tough, I can speak for African countries and tell you that shit isn't happening lol we can't keep the lights on, we need physical cash and money that can stand up to hostile conditions which Bitcoin I think fits the bill too
