This is intended to start a court case. Two reasons they do it this way: 1) any objection to the law by someone who doesn’t violate the law will be thrown out of court as “moot” because courts will act so slowly that the 30 day order will expire and 2) “criminals” rarely set precedent in federal courts that bolsters the rights of the people.

This is a clever move, and it’s not clearly unconstitutional. Any removal of rights must be narrowly construed: applying to the fewest rights of the fewest people for the shortest time necessary to achieve a lawful goal of the government…
