How does this differ from Reticulum?

Reticulum works bottom up and is focused on the protocol enabling you to emulate any network, even TCP-IP.

Meshtastic works top down, and focuses on the functionality. It primarily uses devices to relay messages.

Perhaps, although, as I understand it, MeshCore is primarily attempting to fix Meshtastic routing and efficiency issues.
