Because bitcoin can't scale on chain, i'm looking for a way to inscribe digital jpeg on monero (because monero can scale on chain and miners need more reward).

No, please, why do you believe in that? What we need is a way to use Monero properties, in a separate chain, with Bitcoin, the money.
