best option is hire someone to do a thing, and pay them well enough that they can deliver it

Does the bounty offer even still exist?
Has the bounty been paid out?
What are the criteria, including quality criteria, for the bounty being paid out?
Do we even have a chance, or is this just going to go to their buddies?
