Interesting idea. I would unfollow/mute someone with a 50MB+ profile if it was made easily known to me.

I was thinking the app could also include a tool to reduce the size of a pfp and then you could send it to the person and ask them to update their profile
It could provide both carrot and stick through social interaction to incentivize behavior. Great idea IMO.
