Well, it depends if you view it through The National Lense, or The Liberal Lense.

If you view it through it the national lense, anyone who isn't a member of The National family by blood, heritage, or adoption is not a member of The Nation, if you view it through The Liberal Lense then anyone who has not gone through the legal process, as an individual to acclimate themselves to the culture at large, and respect the host nations well being by being a respectful citizen.
