The key reoccurring theme to exploit people through a belief system is to convince them to trade their unbounded physical power (watts, proof-of-work) for a bounded bounded abstract power (votes, proof-of-stake)
It always comes down to storytellers convincing people that energy intensive physical power is somehow immoral or unethical.
