If the disk is really really bad, it can happen.

The copying of the steam games is multi threaded. If all threads of that copying process are taking cpu time and all of them have no wait for IO, the system will freeze.

It happened to me before with a raspberry pi and I went crazy for weeks getting to the bottom of it. Exchanging sd cards completely fixed it.
