The reason it's like that is because nostr and deleting things don't work great due to the decentralized nature. You can always use a chat but it has no moderation powers. You could add a little more power to the relay but a client would have to pick a preferred relay for a topic. Probably best to just accept the chaos.

I have seen a handful of spambots post to communities tbf.

Technically there is a delete event that can be used against a approved post to unapprove it but it doesn't work very well.
