An argument against democracy from your very angle is that very question

How much does an individual get to vote on when it comes to policy? All you are doing is choosing a team to tilt the board towards a selection of policy that you might not fully agree with.

Not only that, but often policy will take longer to implement than a democratic term will allow. Surely this then forces governments to cut corners in order to uphold some legacy for their voters?
