Just a link to one or more relay URLs. I don't know why. I don't know why it uses TLV and allows more than one. I don't know why it uses type=0(special) instead of type=1(relay). But I'm trying to nut out support for it. And I keep getting it slightly wrong so there is this long series of dumb commits now.
