I think every state has requirements/certification for what makes a peacekeeper, as well as private policing (like at universities and hospitals). In theory, neighborhoods could form/fund their own community police. They'd need only to make municipal police obsolete by not using it. Maybe decentralized constitutional community peacekeeping will be the next major project nostr inspires. 🤔
