I suspect Apple will review based on implications of other apps. They may not be ready to open the dam on this issue. Hope they make the right decision.

Why is it that tech companies automatically try to compare things to an invisible “web 3” and NFT’s. Apple is basically saying notes are NFT’s, rather than taking a step back and simplifying their assessment (by what you’ve said).
