I wanted to buy some Sats through Instant SEPA. I Post an order. Someone took the order but decided to send me to a f...g website because he doesn't want Instant SEPA. Can I report him somehow? Should I let him go with a collaborative cancel?

No, the best option is to wait for the trade to time out and then report to your coordinator how the other part didn't followed the contract by sharing your chat history.
The 2 peers should follow the contract as established, anything different is punished with the lost of the bond by the part not respecting it.
