No, there’s already a BIP for a quantum resistant address soft fork. The main reason there isn’t much action on it yet is the signature size would balloon massively, thus crushing transaction throughput from thousands of transactions per block to only a handful.

People would prefer to wait until either there’s an imminent quantum threat or we discover/research a more compact quantum resistant signature.
