depends on the relay. damus relay will rate limit if there are bursts of posts all at once, but otherwise there are no daily caps or anything.

Twitter has a pay wall now. It's not a rate limit if everything runs at 100% and then suddenly runs at 0%
I mean semantically you could argue it is, but practically speaking no real engineer implements rate limits that way.
