What’s the first step?
Educate people about bitcoin and about the toxicity of everything fiat.
They exist. I've experienced it. It's not so much a physical structure as much as it's a community of like-minded freedom-loving sovereign individuals interacting with each other. Helps to be all in the same physical community.
