Encryption over ham radio is verboten. You'll have to settle for meshtastic.

In the US there are two different flavors of meshtastic. Unlicensed, you can use encryption and are limited to 1W ERP. Licensed, you can't use encryption, but you can use up to a 10W radio and however much antenna gain you want.
