Someone turned it off and back on again?
Not 100% sure, but I think it is larger miners split testing banks for machines with different pools.
They run a big bank of miners for a fee weeks with Ocean and then run that same bank of miners with some other cess-pool.
I think the dip happens when they are reconfiguring miners
