Ok I skimmed the paper. They want to farm people's bodies as a new kind of proof-of-work but aimed at a more centralized control scheme of what needs to be done to earn mining rewards. A universal basic income but that only comes to you if you watch their advertisements.

Yup. This particular scheme would probably be more aptly called proof-of-compliance. The ultimate social credit system.
Microsoft's 2020 patent number 060606, look out for it. Systems of control to incentivize people to perform certain thoughts or activities in order to obtain social credits.
