Bitcoin core controls the entire network by setting the defaults. Everyone knows that. That's why Knots is so dangerous. They're trying to overthrow core so that only they can set the defaults. For everyone all at once. That's just how it be.
But we can just have a different fork that's not run by a fat zealot with authoritarian inclinations.
