If you ran a relay, and became aware a government agency was thrashing your relay (increasing running costs) to get all the data out so they could analyse the communications. Would you rate limit?
If you spent $44B on a relay that you declared would have free speech, and a country which has been openly hostile to big tech threatened to ban you when the citizens were rioting and the footage was mostly being spread on your relay which fomented The Arab Spring previously. Would you rate limit to hide your censorship after the blowback you got for appeasing Turkey recently?
