It doesnt have to be succesful to be called genocide. It is not part of the definition of genocide. When the aim of the actions is killing/destroying particular nation we call it genocide. Jews were victims of genocide during II world war - they survided, their population is growing and it doesnt mean that what Hitler did was not a genocide.
