To a lesser extent at least due simply to the fact that they are less involved in keeping the post-WW1 & 2 status quo from being enforced, particularly when it comes to Austria and Hungary. One can come to an agreement with the Russian state, one cannot with the UK or its masters in DC for they are ideologically and religiously opposed to any alternative—at least those who have any say.
